It's a good thing to talk to him. Casually or flirty; both are fine, just don't overdue either of them.
What you want to avoid is giving him the impression that you're shy. Most guys don't like a girl that keeps all her thoughts about him to herself. We do like it when girls compliment our shoes, belt, or hair. But I'm just giving you ideas, don't say things you don't mean and don't pretend to know things you don't..advice. *guys only please.thanks*?
I like girls with sweet, funny girls. And yes, you should talk to this guy if you think you like him, especially since he's new. He'll probably be glad to make a new friend, and then who knows where it can go from there? Good luck!
