Ok there is this girl in my American Govt class siting right next to me. I really like her, wanna talk to her but don't want to talk just about class H.W or anything like that, that would make her think im just a kid talking about regular classwork and etc.

Make eye contact and hold it(not for a weird long time) but longer than you would anyone else.
complement her, if she blushes or smiles that's a very good thing.
try to make her laugh.
talk to her before class, and after about how boring/weird/funny the teacher is and give her some body language tips, it's ok to talk about that class if you make her laugh or smile.
Body Language:
eye contact!!
body opened (not crossing your arms or anything like that)
try to be close to her and if she doesnt move than theres a reason for that.

well, you have got to start sending out the right signals..
When you communicate with her, you must show that you are interested in a romantic interaction. Try to make jokes about sex, winking at her, teasing her....
Another important thing is eye contact. Anyway, keeping constant eye contact is a mistake. Always mix between extreme focus - like she is the only one in the room - and a stare off into space.
